Well not for Modders, it's for everyone. The Map Editor is pretty straightforward to use and people already made some great maps for Far Cry 4 back then, I'd imagine with the new surplus of assets people will make some damn fine shit to play with.
I'm signed up for their shitty newsletter and "promotional invites" but never get any, since years. Meanwhile they're sending them out to NDA breakers all the time.
dunno about murica law, but here in europe those ndas are worth nothing. the only consequences which can be achieved is that they just delete that free testgame from your account. even banning your complete account would be illegal

No doubt a feature that whose days are numbered. Once consoles mandate always online (like MS tried and failed to do with Xbone), PC ports will presumably be forced to follow suit. I guess we'll see how that pans out in a few years time.
