use your psu from the mainbuild to test the hardware in the second build. that will answer your questions (but i would say the board is damaged, not the psu)

@garus: Check everything you can(12, 5, 3.3). Just google "ATX pinout", or https://en.wikipedia.org/wiki/ATX article have them too.
Ground pins could probably be checked with voltmeter in sound mode by touching PSU casing
It's just my knowledge of electricity ends with the Ohm's law formulas
I = V / R
V = I * R
R = V / I

Seasonic man. They also manufacture for other brands - I believe certain Corsair PSUs are manufactured by Seasonic and then have the Corsair label slapped on them.

Had like 3 PSUs die in a similar way, probably due to crappy electricity over here. My Corsair one however is still standing strong.

Do you turn on PC via case Power On button ? Disconnect Power and Reset buttons and try directly from MB. Had a really cheap case where one of the buttons got broken in a really weird way. Oscilloscope showed shit load of interference ala button were stuck in "hold-mode".
