Given that we've seen nothing beyond a CG trailer since it was first announced, that's not really surprising. I wonder if it was primarily related to technical feasibility (driving/flying cars, futuristic city layout, etc.) or more narrative related.

I think they had something, but Witcher hit them really hard so 95% of the work was put only in W3.
It's not surprise if company hit the long pause button on some project. Better to focus all the work and effort in one project at the time than working on a lot of them and delivering mediocre experience.

There wasn't much work being done on the game before 2016 anyway. I mean, sure, it was announced years ago, but it was a well known secret all resources were being pushed into TW3 until it launched in May 2015. We also know the team was changed and increased after B&W was done. And we already know the original idea behind the game changed considerably because of TW3's success and huge influx of cash (and a planned release date still being far away, which is a factor too). Kiciński mentioned it in December 2015. The timeline fits. So it's nothing new, really.

My guess is that after the (unexpected) massive success of the Witcher 3, they feel like their next game is going to make or break the company. Witcher 3 made CDPR almost the next Rockstar, so expectations will be huge, and CDPR will have to proof that they weren't lucky.
There must have been a door there in the wall, when I came in.
Truly gone fishing.

I don't think they need to proof anything anymore.
As i think they improved on each Witcher game quite a bit. And even more with the DLCs for W3.
I just don't hope it will end like Half-Life 3: Never getting released, because people have so extremely high expectations after their previous success.

I'm thinking the same, it makes sense in terms of timeline and also considering all the recent events (including the funding from the Polish government). Besides, I put May 2077 in the title for a reason back in the day
All kidding aside, let's just hope they didn't just scrap the concept to make...one of those terrifying "next gen" entirely multiplayer-based seamless things instead
