Capcom plus "versions" so likely both Win10 store and Steam potentially with a timed exclusive on the Store version.
(First week in March for W10 Store and third or fourth for Steam for example since it only says "March 2017" but we'll see.)

It was announced on Sony's show and if it was windows store (timed) exclusive - it would direcly say "Windows 10" and not "Windows PC"
Didn't Capcom and Microsoft make a deal for them to use the Win10 Store for their games?
(Plus why does it say PC versions and not PC version if there's not going to be multiple ones?)
well implying Win10 store exclusivity from some deal (iirc it was just Dead Rising 4 as 6 months Xbox/Win10 exclusive) and plural use of "versions" in PR is imo stretching it quite far, especially when the games on question were announced on Sony's show
yep this one is "definitive edition" of the latest tile , which still appear on competitions like EVO and the new one coming at the end of the year probably to compete against Injustice 2
