A minor update was released fixing... nothing...but now one of the pre-order DLC works with the PC/Steam version far as I can tell going via SteamDB and the depot file that got updated.
I'm wondering if this game was worth all this effort I put into it, anyway:

A few months ago No Man’s Sky sold like hotcakes despite the game being nothing like it was promised. Now Mafia III is 2K’s fastest selling game despite being released in a deplorable state and with no fixing patches in sight, proving once again that in this industry everything that is advertised well will sell. Despite its numerous problems, there is a lot to like about this game, but keep in mind that it demands serious compromises to be fully enjoyed. Something must have gone really wrong at some point in the development and it can be seen in the discrepancy in quality of the game’s content. I’m no fan of conspiracy theories, but I’m inclined to believe the rumor that there was some external meddling that tempered with the developer’s creativity.
In the end, like the fans of this series, the story of Lincoln Clay deserves a better Mafia game, but I don’t regret that I’ve seen this story even if it was part of an extremely flawed game.
The dev team has also been hard at work addressing your feedback since the game launched on October 7. We’re happy to report that we’ve made a number of improvements on PC, PlayStation 4 and Xbox One that are included in the patch that is rolling out on all platforms now. But we’re also not done improving the game, and will be making more updates to Mafia III in the future.
These updates include:
UI Improvements
Improved car reflections
Improved streaming issues
Performance optimization
Fixed audio issues
Fixed some cases of savegame corruption
Fixed various issues for Cassandra’s Contraband missions
And more
Wondering whether I should give it a try again after all the comments about the great story and presentation. How easy is it to play through the story without doing much of the side content?
Is there even actual side content? Thought you had to do stuff to get to the next actual story moment so there's nothing to skip.
(People thought Mafia 2 lacked content so they added some "padding" for this game.)
@Mister_s
the side content is more often than not sadly linked to unlock story missions

pretty much ... i guess some people were angry that Mafia 2 was pretty much just story game with openworld just as a background for story
... so they added the nowaday's usual openworld side-stuff to satisfy these people

Which would've been fine if they didn't shove it down to everyones throat.
HOLY FUCK, I didn't think they could make the performance any worse, but they did This is the worst performing turd I have ever seen. They would need to pay users to play this.
It was fine on the previous update for a minimum of a "console experience™" with a guaranteed different result each time you started the game but now it's S-l-ideshow Bob At this point I'd just rather have Hangar 13 go out of business.
