They're aiming for an illusion of a living city and the RIGHT implementation of something like this could help in this regard. I did love what Techland did in Dying Light for example. It is a huge gamble though, since even a small mistake could potentially ruin the immerssion - and the game.

Completely killed the hype for me as well.
No good ever came of these hybrid "drop in anytime" multiplayer models. The only good implementation is Dark Souls, hope they at least go with something like that.

Well, the very title of the article states it, and the article itself too. Several times even. E.g:

..or do you mean the polish article, care to give a translation of it, if so?
I guess i don't mind the MP in e.g Dark Souls.. but i wish time and effort is spent elsewhere.

That bit about not filing this grant for a specific title was written about the other technology (City Creation). But I agree, there's really nothing in this. The source - translated in english, btw - doesn't say anything about any of it being connected to Cyberpunk, other than the fact that it's a game they're currently working on. It's a technology they want to develop, that's all. How, when and what for will it be used remains to be seen.
And by pointing out it's the author's conclusion I meant to say we really don't know anything about how the tech could be used and all that stuff about combat with other players being a prominent part of the game is taken completely out of somone's ass.

Badowski told me that Cyberpunk 2077, like The Witcher 3, will also be an open world game - albeit in a very different setting. "The first and most important environment for Cyberpunk is the city, obviously," he said. "But not only the city: you can expect some more environments in the Cyberpunk game. We want to start in the Night City, which is cool. And yes it will be an open world game as well."

Unlike The Witcher 3, however, Cyberpunk 2077 won't revolve around a pre-defined hero. This means there will be more freedom to the open world, to who you are and to what you can do. In The Witcher 3, for example, hero Geralt can't massacre civilians because that wouldn't adhere to The Witcher fiction. "We'll have different situation in Cyberpunk," said Badowski. "Cyberpunk will have different character classes."
Having different character classes and no pre-defined hero loosens constraints on multiplayer, too. When I asked Badowski if there would ever be a Witcher MMO, he dismissed the idea with a chuckle. Simply, it wouldn't make fiction-sense to have 10 white-haired Geralts running around.

It wouldn't make fiction-sense to have Geralts running around but I can only assume that it makes more sense for Cyberpunk 2077 which won't have a pre-defined main character to allow more players without it. This old article from 2013 explains the news in 2016 about the multiplayer, but I hope it won't be 'massively' multiplayer; OPTIONAL multiplayer with like 1-4 players able to work as a team sounds like more fun than the MMO approach.

I think it's just going to have a few optional multiplayer elements as has become more-or-less the norm in recent years. If it's done correctly, it shouldn't impact the single-player experience.
Edit: Thanks for digging up the old interview which says that there won't be a predefined protagonist. I don't like predefined protagonists and had forgotten they promised this.

... Interesting, I guess. Of course doesn't mean CP2077 will have any of these. A choice of class means we won't be able to become -everything- with one character. It means we'll have a role and abilities set by our choice of class. If we want to play differently, we'll have to make a new character, possibly. Like a second-playthrough doing things the hacker way not the assassin way.
I'm guessing classes will have expert areas, but basic stuff like just firing a normal pistol - anyone can do. Maybe a more combat oriented class will do more damage; depending on whether this is an RNG dice-roll deal, or actually influenced by us in that if we can aim at the head all the time we'll do more damage; numbers v player skill or something in-between that for damage calculation most probably.

The single player with multiplayer components sounds like Dark Souls. Which is fucking awesome. While at it, if there should be close combat, please learn from Dark Souls. People might stop to cite the book whenever I complain about the randomness in the Witchers fighting, which makes timed attacks impossible and all fights random in their outcome and totally dependent on your gear instead of your personal capabilities
