Yup, only Far Harbor and Nuka World add a decent amount of actual content, the rest are pretty much just glorified clutter addons for building your settlements.
It's way to early for that and the editor and game engine have a number of problems that make larger edits and overhauls problematic although Bethesda has silently fixed some of this with patches.
(It's not part of any of the changelogs for the game but testing has shown some of the more problematic issues have been fixed though others still remain and some can't be fixed at all without extensive edits to the game engine.)
EDIT: In comparison I believe Enderal is the first complete total conversion for Skyrim if you don't count some of the larger balance overhaul mods but that doesn't class as a full total conversion in my own opinion.

As I understand it, yes the modding community has shrunk since release due to the game just not being that much fun or buggy, full modding tools were released very late, etc. Don't expect Skyrim levels of mod community longevity.
On the other hand I'd bet that there's also the factor that some modders are waiting until bethesda stops fuck-- er, patching the game so they have something more definitive to work with/around

Yeah, the improvements seen in Fallout 4 hasn't really impressed too many people in retrospect, so I figured there'd be less modders interested in investing the time and effort. The main thing now is for a new modern engine to come out for these games.

Yep, 1.7.x for example finally settled how DLC .ESM files are loaded after having changed somewhere around three times to this current method where it's hardcoded into the exe in what order they load.
(FO4Edit had to do some small adjustments though those latest changes are not yet available in the compiled download version on Nexus.)
Nuka-World content, spoilers of course but lists most everything the DLC adds.
Apparently Bethesda also moved the X-01 power armor from post-war to pre-war, that's going to upset some of the fans of the earlier games even more than the T60 power armor did.

No, they're waiting, like toni said. They've only managed to get into animations just a few weeks ago. Fallout 4 now has 13k uploaded files on the Nexus, that's just 1k below Fallout 3 which had an even longer period of Mods. New Vegas has 17k. And we're only close to a year in November past the initial release of FO4. If that's not active, I don't know what is

Yeah a lot of modders are sick of constantly patching their mods. THat's why the Skyrim modding community only really exploded once the game had received all its DLC.
I am just lvl20, been playing for some hours.
Not using any addons or mods.
This game is overwhelming. Go do a quest, find 5 new quests on the way.
It just keeps piling up.
But really enjoying it though Got myself a Sharpshooter build and it seems to be working.
Is Far Harbor DLC worth the price? Might get that next month.
I'm 28 hours in this game and after a weak start and a number of misused points assignments (as I didn't understood the perk system so well by then); I'm enjoying this game pretty much, quests are getting better and my survival chances at my current lvl (1 is improving.
Solid game with tons of stuff to do. The story has some inconsistencies regarding dialog options, and there are some graphic glitches then and now, but overall, a nice experience in the wastelands.
You can try the dlc before you buy it: just download the files for it and drop it in the mods directory and the game will detect it. It's that simple. Then you can decide for yourself if it's worth the money. This goes for all TES and Fallout games by Bethesda.
Yeah both Far Harbor and Nuka World has some themed T51 skins you can unlock, Bethesda isn't very consistent about it though so there's nothing for the other power-armor sets as far as I know.
Fucking hell, barely even started the MQ (did the part until "act 1" is over, rolled back to a previous save so I can see all locations before and after THAT happens) and still have part of the map to explore.
As much as I bitched about the settlements part... now I'm running around taking care of all my settlers, getting them proper armor and weapons
Need to uncover the rest of the map and advance the MQ already...
