Announced by Timm at Comic-Con International, the animated adaptation will be helmed by "Gods and Monsters" director Sam Liu, and released direct to video in 2016.
"Next year we'll be back at this table," Timm stated during a panel for "Gods and Monsters," implying that the feature would likewise have a Comic-Con premiere.
DC Comics later confirmed the news, further adding that it will feature an all-new prologue, designed to add to the story.
Shortly after the story, sources reached out to us and confirmed that Hamill has already recorded his voice acting for the film, which is due out direct-to-video next year.

Due out in 2016, the story will be an adaptation of the controversial and acclaimed original graphic novel by Alan Moore and Brian Bolland. In the comics, The Joker escapes Arkham, shoots and paralyzes Barbara Gordon in order to terrorize her father, Gotham City Police Commissioner Jim Gordon.
There's no word yet on casting -- the film itself was just announced by Bruce Timm at the Comic Con International: San Diego panel for Justice League: Gods and Monsters -- but veteran Joker actor Mark Hamill has said in the past that he would un-retire the character for an adaptation of The Killing Joke...
A few months ago, ComicBook.com heard that a Batman animated feature, which was Joker-heavy, was being cast but that sides for The Joker himself was not being distributed. Assuming it might be The Killing Joke and that Hamill was already cast, we asked around but couldn't find anything publishable.
Recently, the controversy around how Barbara Gordon was treated and how the violence against her is seen by many as sexualized boiled over when a Joker 75th Anniversary variant cover for Batgirl depicted him in the clothes he wore in the book, menacing a helpless Batgirl. The variant was ultimately pulled and not published at the request of the artist.
Other animated films announced for 2016 - Batman: Bad Blood featuring Batwoman, and Justice League vs Titans.

Yeah, this looks...amateurish or low budget. I thought even the voice acting sounded a little off.
they brought in the tas originals for that but it doesn`t really suit it in my opinion. It's nice to hear the batman and the joker we grew up with. but they were more... kid friendly. It's cool going for the nostalgia feel - but the animation looks terrible (again hoping these are rushes for fans) and the style really doesn't suit the voice acting at all. It's a mish-mash of what could've been awesome by itself, but together it's ugh. Had they done the TAS style and animation and made it R. It would work. This just looks like they're copying the style from the comic but adding that TAS flavor. When the comic came out TAS wasn't even a thing. Hamil was still the trickster.
Conroy could've stayed. They should've gotten leto to do his psycho joker.

I laugh because we haven't heard not nearly enough of his Joker voice to say that!

conroy and hamill were fucking amazing in the arkham games (probably the best part of them) - their voices were not only great for the characters (as theyve always been) but they suited the darker tone of the games
i dont know why waldo thinks theyre kiddy friendly voices, but i think theyre great, they're perfect for the characters, and I cant wait to hear them in this.
americans can do adequate animation too, the problem is wb, and that they do their shit on the cheap. dont fool yourself, the japs have release some utterly shitting horrible animation as well when they try to do stuff cheaply too.

A lot of good animation shows for the US market have had a studio outside work on it.
When things got cheaper with computer animation to make it look drawn - less money was given to artists. the quality went down. It costs a lot to hand draw a show. HB helped when they did copy-paste. Shows cost less to make, a lot of repetitive frames, but it was hand drawn and it looked great. Batman TAS, Xmen TAS, Superman TAS, Spoderman 1967 - they all used that technique. It was cheaper (still expensive to do it) But then they moved to software based, a lot of animators moved and found jobs that cared about quality, rather than speed.
This is all from talking about this subject from a cartoonist friend of mine. It may not be 100% correct on all this. But yeah, if you do watch cartoons you can see the quality drop over the past decade+. it's why avatar got such praise along with korra. It was one of the few new shows that didn't skimp out on quality.

That one was simple but stylised, this looks simple but with higher resolution if that makes sense. Like it's higher res but with low details. Can't describe it properly. Anyway, I have some other animated movies with Batman to watch beforehand heh
It's the worst looking between all the other Batman films they made in the past few years. Why, when it's such a high profile title? Perhaps because it's their first R-rated title, the budget had to be significantly reduced to see what kind of sales they will get.

Just finished watching it and I thought it was good, other than the inconsistent animation quality. Oddly Kevin Conroy sounded much better in this than in Arkham Knight.
