not on mexican store. atleast i never heard of problems and did it myself multiple times.
so you should be fine.
only if you buy via brazil origin store / brazil vpn, it requires some extra checks and maybe will not work. but even then you will get your money back and nothing else happens. it's probably even cheaper there.

dont use a vpn with the client, just use vpn (or mx proxy) to put it into you cart and press the yellow button -> it asks you to login. copy n pasta the link in your adressbar into another tab/browser without vpn and continue logging in and pay with paypal or cc

Depends what you expect. I paid $20 and i'm not sorry. I don't care about the story and cutscenes, I wanted a great looking racing game, with atmosphere, easy to handle drift system and good customization. I just fire the game up, build up a car and drift it around. For what I use it, it deserves the money.

If you bypass all the acting ( which later isn't that intrusive anymore ) and level up, have money to buy proper car, parts and tune a nice car, game isn't boring. Taking the car up the twisties, check all the vistas, do nice photos, it's not boring.
Be sure to use a sweetfx preset, i found the default game a bit too blurry.
