Decided to check out the India-Steam business discussed a few pages back. Got a few questions:
1) Why India? Aren't Russian prices lower (for ex., Doom, Batman Arkham Knight)?
2) When I login under Russia VPN the http://store.steampowered.com/account automatically shows my country as Russia and once I turn VPN off http://store.steampowered.com/account automatically shows my country as my real country (and Russia is no longer present in countries dropdown). So how do you change your country with VPN in such a way that it "sticks" and allows purchasing from Steam in that country with VPN off?
1. My guess is that Russian versions are mostly region-locked and Indian are not.
2. That's the point of VPN - to trick Steam into thinking that you are in a different country. You have to keep it on for it to persist.
Two other aspects:
- Sometimes russian store is cheaper, but overall India seems to have the better prices.
- There are often special RU/CIS versions sold in Steam Store. And those could for example limit you in multiplayer games, or you could just chose Russian and maybe English as language for the game.

I though so too, but sabin1981 and IamAWESOME stated a few pages back that it is somehow possible to change the country with VPN and then purchase from that country without VPN.

BTW, I was experimenting on a completely new (no purchases, empty wallet) Steam account registered without VPN. Maybe that was the reason the VPN country did not "stick" after VPN was turned off - i.e. the country "sticks" only after a single purchase in that country is made?
Run steam client with Indian vpn, go to account details, click on Update store country, pick the India then it'll ask to enter an Indian address.
after successful region change, you can buy games without vpn (I use steam wallet).
