-min 60Hz
-can lift at least 5cm
-can rotate at least +-45deg horizontal
-can rotate at least +-5deg vertical
-can rotate to portrait

it's to recommend to my firm for new monitors, for coding, so no fancy true color 4 digit prices pls Very Happy

Dell or LG. They both do great IPS monitors at that price point, generally with full pivoting, USB hubs.

Not the Philips...it is a TN panel and majority of Philips monitors also use PWM.

Best get a mix of LG 24MB37PY (or similar) IPS and iiyama XB2483HSU VA
These are not only good and cheap allround monitors, but also useful as office workhorses and easy on the eyes. Some might prefer the contrast and coating of the VA panel for coding work/office.

Up to 300€ - Dell P2416D's or Dell U2515H's with 1440p IPS for higher pixel density.

24MB37PY is very good but 1440p is a bit overkill
it'd be better to lower 50eur by going for 1080p

P2314H looks ok for a DELL?

Sounds ok, some issues mentioned, but its PWM free and has great viewing angles. Also they apparently use different panels in these, some have BGR subpixel layout so you will need to re-run cleartype.
All the AH-IPS panels are made by LG.Display, all the 23'' and 23.8'' LG monitors use in-house panels so there is a chance you get a newer panel with those.

yeah, but the requirement is something totally different. TN is not suitable for his requirements at all.
