Made a new account made via Russian VPN. Bought with a credit card for ~20€.
Haven't tried using vouchers in the Russian site.

I bought it on January 20th, the running locks were added to steamdb cdkey entries one day before.
As for purchasing from Russian GMG: I can't, sorry. I have a prepaid card and don't have any money on it now.

It is 2 keys also if you ordered from GMG or another place that gives pre-order DLC Resistance Warrior Pack.

Yes. The first key in my deluxe order in the email was the Resistance pack preorder bonus. The second one was the XCOM 2 Deluxe. The Resistance pack can ONLY be redeemed AFTER you have activated a copy of XCOM 2 as it is a DLC.
I'm guessing even regular versions of XCOM 2 get 2 keys if they count as a preorder.

Unfortunately I cancelled my digital deluxe order (~20€) from GMG a few days ago but I just placed an order for the regular version and the key turned out to be ROW as well.
