Also just activating games on Steam with VPN or even playing them with one won't get you banned. I can't remember reading or hearing about that in the last years.
Only buying directly of the Staem Store with activated VPN bears a real risk.

Is it region locked when buying from Russian GMG?
Kind of, activation requires you to be in Russia (VPN) but after that you should allegedly be fine.

Yea, got the confirmation e-mail, and the money is pending in my account, guess it finalises closer to release. It all seems to be going according to plan currently. Did you turn vpn off before entering credit card deets?
I cancelled my recent order for this earlier today. Shortly after i got the confirmation, i ordered it again with the same account and CC. No problems.
Only went for the base game though. Not sure the Season Pass is worth it from the description and looking at the mod tools.
Thanks to your post, i had a look at the first XCOM games. And the RU-version could indeed only be played with a VPN.
At least or me that would be no problem.
Also at currently ~10.5€ for the base game i won't complain.

To be honest though I am kind of surprised. I thought LWS was busy gearing up to develop their own commercial game. Seems odd to take the time to make mods for someone else's game. I wonder if Firaxis made some sort of deal with them to help them out on their own game or something.

I've decided to not buy it even though the russian price is awesome. Man, I wish video games were that reasonable always. Alas. The Youtuber spends way too much time explaining and stuff, but its not really a pure gameplay video. Anyway, gives an impression at least. Very similar to XCOM as expected by everyone. Its going to be fun watching other people play through it though, speaking for myself.
I just don't need more of the same gameplay first-hand. I entirely get the same experience watching it. I found that out playing the first XCOM, then watching others play on worse difficulty settings. It looks good, but I somehow find it weirdly linear, even the way they present the map as having tons of options it still boils down to starting like noobs, adopting alien tech, beating the aliens with their own toys.
I'd just watching some dude play on worse difficulty than I'd ever bother doing, and see him do all the considerations before every shot, even with 89% hit chance miss and fuck his entire team
