From the look of the characters and after a quick Google search it seems a pretty average game at best.
Also looking at Peys video, the voiceacting seems pretty amaturish.
Some rating sequence from all or most RE games would be nice. (in regards of gameplay and maybe the story)
I score it 8/10. It feels like an expansion of RE1 but with two characters. It does a good job telling the story on how the T-Virus started the outbreak, and both gameplay and puzzles (both characters are needed for some) follow the same pattern as RE1, so if you like that one, you'll like this one too.
A bit of trial and error in some scenes (sometimes a boss fight triggers and the most powerful weapons remain with the captured character for instance), so unnecessary deaths are more likely to be happen. There's no storage (you just leave items on the floor) and ammo cannot be wasted at all. Overall a classic RE experience, plus it looks a bit better than RE1 HD.
RE0 is generally considered the poorest of the classic REs (there's debate between that and Code Veronica but 0 usually wins.).
It fits poorly with RE1/make when it's supposed to be a direct prequel to that. (In REmake Rebecca never mentioned anything about her experience in 0 that took place mere hours earlier.)
Both of the protagonists, Rebecca and Billy, have been completely forgotten by Capcom and they haven't been featured in any of the multiple sequels and spinoffs.
The plot reveals elements of the backstory of the creation of the T-virus but it contains teases/references to a game that was expected to follow them up but ultimately ended up being canceled; one of the early versions of RE4 where Leon was invading Umbrella Europe's HQ. (RE5 ended up exploring the origin of the virus but with little connection to 0).
Writing is as bad as you can expect and they have prerendered FMVs to advance the story that are a bit out of place compared to the in game visuals (REmake was almost all in game). The villain's first form is a dude with a dress singing in the rain and he has been heavily criticized. The condensed retelling of the story of the game in the Umbrella Chronicles light gun game omits this first form which was received as a good improvement (generally the "Chronicles" games' retellings are considered worse than the original thing.. with the exception of 0's story!)
The enemies and bosses have been criticized for being boring and contain many animals, monkeys, bats, scorpions..
Gameplay is same old you can expect with 2 big differences:
Instead of having to find an item box to remove items from your limited inventory you can just drop them on the floor and pick them up when you need them. This change that was often requested didn't end up being very well received because when the games used item boxes your items "magically" travelled from item box to item box. Now you have to travel aaaaall the way back to where you left them on the ground to get them again.
Secondly you can swap control or items between the two characters. Some puzzles require you to control both characters pressing switches etc. If travelling together the other character that you don't control is controlled by the AI (shoots etc so be carefull how much ammo they have in their inventory, they might not have enough and die or have too much and spent it all!). Interestingly REvelations 2 brought back the character swap mechanic and made it quite elegant.
Finally the visuals are considered to be technically the best of all the old games. REmake (same engine) was aready gorgeous but this game had many more animated backgrounds. Artistically you might prefer the "gothic hauted house" look of REmake but the art direction of 0 is still great.
Interestingly a small area from RE2 appears in the game with the updated graphics teasing a RE2make which never happened.. (It's finally now in development but there's a high chance it won't have prerendered backgrounds and such.)
It's the only RE game I've never finished (spinoffs excluded) mostly because of the bad performance I was getting in Dolphin but also partly because it's a bit rough. I'll be sure to finish it this time though!
Ultimately classic RE is classic RE. If you are looking for the best of the classic ones, don't play this. But if you have already finished those and looking for more you'll find exactly that in this game. More of the same just less good.

It isn't bad, it is just inferior to Resident Evil Remake. Zero was disappointing to a lot of people (myself included) back in early 2000s after we had just played remake.
It has Resident Evil in the name and was a Gamecube/Wii Exclusive so they know people still may want to play it that never had a chance before.
I kind of wish Resident Evil Outbreak 1 & 2 were released on PC as they would be fun with modern graphics and being able to actually communicate with in game voice as opposed to what they had given us at that time to communicate.
PC has 60 fps and better and less blurry AA, but misses a DoF effect in cutscenes.
Interestingly you can watch all the prerendered video backgrounds just by exploring the files in the game's folder!

I didn't know what the name of the file was (wmcore.dll?) as I don't use the Insider builds of Windows yet until it hits the slow channel so as I'm unaffected by this issue I haven't kept track of it much but the current solution of using a older version of that .dll and place it in the game folder should function here too as it should be the exact same issue.
(Microsoft changed something with the codec so the current W10 insider build can't play these movies anymore, probably will be rectified in a later build if it gets reported to Microsoft either by Capcom or by some insider tester.)
