Whoever did those needs to install All Trees Have Leaves and A Touch of Green, and probably a lighting mod like Fr4nsson's Light Tweaks (formerly Realistic Lights).

Changing (Or adding.) [Camera] and the value fVanityModeMaxDist=150.0000 in Fallout4Custom.ini will allow you to zoom out further but making it playable would be a huge challenge.
(How would you make buildings transparent so you could see through them and then you'd almost need some mouse controlled movement system to interact with objects like in the old Fallout titles, script extender would probably be mandatory for that if it's to work at all.)

Maybe Bethesda could give InXile and Obsidian permission to develop a isometric spin-off game or even a remake of the original game(s) although that's unlikely to happen and I don't really know what Obsidian thinks of Bethesda after they missed that 1% "MetaCritic" score bonus (Was 89%, Beth wanted 90%) which made them lose out on a payment but eh who knows.
(They'd probably be interested but to pull it off would be a pretty huge undertaking not to mention the budget required to make it hold up to the original in terms of quality.)
EDIT: That said just because you got part of the original team together again could they pull it off? Look what "Lord British" did with his Ultima re-imagined game.
(Wasteland 2 was a pretty good effort but it needed - still needs? - several patches and a complete re-release first.)

Yeah I don't think it would be possible without more or less re-engineering the entire game. Some of the inner city buildings have 4-5 stories tall interiors in a single area (and at least one has something like 10-15). I can't see any practical way of dealing with that without it being built in from the start.

Those shots are pretty much what everyone was hoping would become a camera view choice since Fallout 3. The game looks a lot better like that too so hopefully some creative modders can come up with something once the Geck is out.

Not unlikely this could be made to be playable with the CK, I mean if the ghetto method works, I don't see why it shouldn't be possible for a small-time genius to come up with a solution for the interiors.

I imagine adjusting the control scheme to work well with the new perspective would be even harder than making the interiors work.

FO1, 2, and NV were set in brown wastelands because they were set in the desert/arid regions. FO 3 and 4 are set in brown wastelands because Bethesda is fucking clueless.

Of course not it's fiction it's not supposed to be realistic.
Chernobyl was not a nuclear blast, and it was a small localized area.
If you want to compare this to real life than nothing would be left, there would have been no survivors.
not only would soil quality be greatly reduced, but water would be very hard to find and the increased ultraviolet light from the destruction of the stratospheric ozone would make it pretty much impossible for anything to grow.
There would also be next to no rainfall as well as the temperature drastically changing due to nuclear winter.
So no life be it plants or anything else would survive.
people need to stop thinking fiction is real, it would take a very long time for the planet to rebound from a world nuclear war.
