If you throw a cinder block on a car from 10m+ heights, then this is intended manslaughter. The guy brought that cinderblock willingly to a bridge and aimed to hit the cars windshield with as much force as possible. Luckily he hit it on the right sight. I know of a case in germany where kids threw cinderblocks on an underlying road. It went right through the windshield of one car, killing the driver's wife instantly while the kid was sitting in the back...
