The fix is to increase the low power voltage. You can do this by editing the bios of you card, or by using 3rd party software such as Palit Thunder Master. I'm affected by this issue and I use the latter to fix it.
That is not a [latest] patch, that's "launch file". Steam version was updated, 30Mb+, but GoG one wasn't.
Sry. Was not aware of that. Any changelog for that patch or was it one of those steam updates that come out of the blue?
Steam and GOG versions currently have same version. Only difference is some unneeded .dll's and small difference in dlc folders. Also for some reason Steam version has 120 MB .map file into bin/x64 folder.

Legit GOG version here. Had the issue and solved it by disabling controller vibration. Will reenable that and try the fix that Divvy posted and see what happens.
gonna assume I should play witcher 1 + 2 before this? or does it not matter?
on a side note I downloaded the flt repack version and it would crash after the 1st intro vids found that it was missing goggame-1207664643.dll and Galaxy.dll found a link on cs.rin and that seemed to have solved it.
