too bad it don't work on samsung stock roms yet (bootloop) and it's in alpha state. gotta wait some more then. but atleast they do something now. much better then saying "we don't know when, stop asking. maybe it will be never released"
Last time i looked in that topic they kinda said something like "don't bother asking, it won't be around anytime soon, most likely never"
But yeah, those permissions where added in 4.3, and in the next update again disabled, with now using xposed to re- enable them. ( http://pocketnow.com/2013/12/17/app-ops )
Don't know why @VGAdeadcafe saying you need lucky patcher for that though
