Yes, for some specific games that do not use VAC there are game bans. What do they restrict in details is not yet known.

always good to see they trying to get rid of cheaters in multiplayer. BUT if the dev of a game needs to report an account of the cheater how do they proof it? are there still other anticheat protections on the market which proof cheating?

No idea. I mean, it as just released.
Also, overwatch bans are game bans too it seems. Seems like CS:GO only uses it for now. Consider all game bans == overwatch bans.

Do they offer any kind of proof that this or that gamer is actually a cheater? Without proof this might be abused by pissed off (indie) developers who got badmouthed on their forums for releasing a crappy bugs ridden game or for going back on their word ( Elite dangerous)

Exactly this, we have 'indies' deleting posts/reviews/bans from forums for saying anything bad about the game... now they are going to give them an option to report cheaters
These days it seems Valve doesn't give a shit or can't think further ahead anymore. Either way it's bad. 
And it might be a better idea if they started policing their stores first... Enough cheats on there. |

Steam continues to show their slow but inevitable demise. Now you can be banned from VAC games even if you did something in a non-VAC one, such as oh I don't know... not having "digital signatures" on game files? Sayyyyyy, mods don't have legitimate digital signatures, do they? Funny that. Pretty soon "Paid Mods, now with authentic digital signature! No more VAC-bans!"

It precisely says "game ban", valve isn't allowing publishers to apply VAC bans or banning a player to other games that the one owned by the publisher

He's got a point though, it won't be long before we see the first example of some pissed off developer abusing their power. They already censor and ban people on their game hubs and, in the case of some truly scummy ones, they send out DMCA notices against negative YT vids. Yeah.. it won't be long before someone leaving a negative review on the store page gets a ban from that game.
