I second that. Alt-tab to windows right after the story mode finished loading, then alt-tab back to the game. The micro-stutters disappeared.

Got past the login screen, but now I can't change the language from Chinese to English.
I tried editing registry, tried editing 3dmgame.ini and making it 'read only' but it always reverts to Chinese.
I'll try again later, after I eat some roasted meat in the name of freedom.

When you alt tab out of the game the video (+gpu) memory gets flushed.

You didn't run that EXE with the Chinese filename that comes with the patch/loader did you? That edits the registry info.
Check/change this reg key:

franklin is my only one dissapointment in the game

just delete the entire rockstar games folder from the registry, it fixed mine when i accidentaly ran that exe

Well i can't comment on the first part since i absolutely hate the "gangsta" crap. That's why VC will always be better than SA for me.
As for the second part, yes Franklin is a bit disappointing compared to the other two, but he has the task of being the middle man that balances the two. Trevor and Michael both have history together and are both kinda crazy in their own way, not to mention he's "under" them because he's not big in the criminal game, as they are. Since GTA 5 is basically about Michael and Trevor, there's not much room for a fully fledged Franklin story, so we get only the aspiring for money angle.

^^^ Can't you still afford just about everything you need just from the heist takes? Not one of the revenue-generating properties in the story mode are worth buying, they all take way too much time to pay themselves back.

would have prefer less heists and more story for each character, the map is so damn huge i feel like the story isnt doing it justice enought
