The game runs better than the release version of GTA 4, without doubt.
Having said that, this V needs some polishing:
- sudden frame drops without reason (you just make a pan or take a turn and it drops)
- the game constantly fetches data from HD. Why? (i've got 16gb, fucking use it)
The port looks good imho, but it has to be better.
Btw, is the game at 60fps too "quick" or is it me?
Having played on X360 and seen some footage of nextgen it looks more slow paced at 30 fps...

Damn.. grass severely affects performance.. And Im not talking about areas outside the city.. even some small ones inside it have a large performance hit.
Does it run better all things considered than gta4 when it was released? Sure thing. It would be ridiculous to say otherwise.
Is the performance good ,again, all things considered (graphics, really close foggy\blurry view distance despite being set to maximum etc) ? I wouldn't say so.
And yes, I disabled some stupid features like nvidias shadows, txaa and stuff like that.
1) Lenovo Legion 7 (AMD Ryzen 7 5800H, RTX 3080 16Gb, 32Gb DDR4, SSD 1TB +2TB
2) SFFPC (streaming via Moonlight+ Sunshine)

I am searching for cheapest safe to buy steam gta v.
What about using usa vpn on gmg to get price in usd and use their-20 code. Tjat wpuld be cheapest for me.
But would it get me banned? Would it work? It is the same as if someone from usa gifted me gtav.
Normally i have gbp on gmg.... Which is twice as much as dollars.
And what was the name of that free vpn software ?

It depends really.. I can only say how it runs in the city where you start playing right after the prologue. I get 60- 70+ (driving) / 75+(walking) . It might get worse once you get to a more "complex" areas of the city.
When I stumbled across lots of grass(I have it maxed out) it dropped to 40+. I haven't been outside the city yet (I mean with the settings I have now) so I dunno how it runs there. Prolly ~40.

VRAM usage has never been higher than 3GB with the settings I have now. I reckon it runs better on newer cards like 780 and higher.

Nah, most probably it will mean the crack will be like the DA:I / FIFA / Talos Principle one, ie: CPU-dependent, which is the "quick fix" for the hw-id based protections, since no one seems able/willing to properly reverse them.
I know most people don't give a fuck and just want the game to run, but the state of the "scene" makes me a bit sad these days... it's all just emulators and ad-hoc hwid-specific patching that will not be future proof (ie: new CPU will not work with old cracks, cracks will need to constantly be updated to work in the future). No one does proper reverse-engineering anymore it seems.

You won't get steam from GMG and the vpn I assume you're thinking of: Hola 
And nah, haven't been banned or heard of banning on GMG for using a vpn. If you want cheaper steam copies check trades.
