When EA acquired DICE, they immediately closed DICE's canadian branch. So it wouldn't be so far fetched, if Hardlines doesn't bring the money.

Lowering prices usually helps a lot. Giving it away for free will probably help even more, but I'm not sure.
You can get people to install it and try it, but that won't make them play regularly.
