Well, then you didn't get a true 100% I guess. A simple google search shows that it IS in the game if you are on a PS4 or XBONE. But you have to be a "returning player" and start with a save from from PS3 or XBOX 360 versions.

Has it been anything else before? We got held back by the PS360 for many years too, shit ain't going to change, they will milk these consoles massively.
