Yes.
Because Gothic 2 with 640x480 and 20FPS still was aweso...
Oh wait, except fucking almost 15 fucking years ago I played Gothic 2 on 720p with around 60-50FPS.
But Witcher 3 is obviously TOO AWESOME to bother with such trivialities.

That's like saying "We think car safety is much more important aspect than top speed or acceleration, so we focused on that", while their car can barely reach 20 Km/h. In the end such car is useless.
