No, it's obvious since the previous games also had a rather comic and partly overdrawn style. To me, the visuals are good enough for a Saint's Row game. If you expected a total change for a standalone 'DLC' you've had too high expectations.

Yeah you can go around and do things until the bar fills, story moves on with that book by itself. But no, there's no particular 'story' mission apart from a few mandatory tasks being given to you, while you progress.
