I'll give you guys until I get home from class, if you don't guess it I'll reveal it. Its pretty obscure, and I Don't think it was really much of a game, so its unlikely anyone spent excessive hours on it.

I'll hint it, its copyrighted 2002 according to the jewel case.

ok this was released on the speccy, i know its not pc, but there sre so many games i loved from when i was a child that im willing to break the rules.
