it is because not all the keys have to come direct from g2a, if u pay attention to purchasing you can make it select game keys from additional places sold on g2a's behalf it seems.
I guess that is what the shield is about, a certified key from them, or at least replaceable by them.

Even taking that into account, its extremely shady. Doesn't exactly inspire confidence in the store.

I expect a refund on anything bought if its revoked or something outside of the customers fault. asking for extra money for a right to a refund in case of a revoked key is shady.
not standing behind products you are selling is also shady.
that's how I see it.

Are there people who sell HBundles games after you gifted to them ? has anyone encountered this or knows something ?

What do you mean?
You gifting games (not a raffle) and them selling it or?
I haven't encountered that, and I wouldn't be too happy if people did that. That being said, I never check after giving something freely away. It's usually people I trust that I give games away to.
If they do it after they win a game on Steamgifts or so... report them. They'll get banned for that.
