I know bashing consoles is your habit but again in this case the complaints should only be to the devs. If PS4 can run a beautiful game like Infamous Second Son that is a sandbox game it can surely run a linear game like The Evil Within.

I also want to ask unrelated question, who choose what engine to use? does the publisher force the devs to use certain engine? or it's the devs decision?

I guess Bethesda just forced them to use the engine since they now own Id and want to use the new acquired assets

Get your facts straight before you spout bullshit please. The Xboxes don't have DirectX; they have something that resembles the D3D API a lot, but it isn't pure D3D. In addition to that though, they have a lower level API and that's what T5 uses. On the PS3 the engine uses CG, not PSGL and that'll be the same on the PS4 now. Carmack's said this loads of times during talks and interviews.
T5 still very much is an OpenGL engine. On Windows it doesn't run with D3D either. The crap they do isn't possible on D3D, it's too strict for that.
It's still the worst engine out there, but what you're saying is bullshit.

What? No, it isn't and no it doesn't.
The CPU portion of Cell (the PPE) and Xenon are nowhere near as fast. That is exactly why we've seen little to no advances in things like AI, because the old consoles didn't have that kind of power available; the math involved in things like AI doesn't lend itself very well to be run on a GPU. The PS3's single PPE is probably about as fast as ye olde Pentium 3, Xenon sits a little higher because it has more modules, but while it is called a "tri-core" with "6 threads" it's also an in-order design. Each of these modules or cores can process no more than 2 instructions at once (and that's only theoretical too) and has to do it in order; even an Athlon 64 core already did 3 instructions at once and desktop CPUs (Jaguar included) haven't been in-order designs in a decade. So that magical "3 core with hyperthreading" in reality gets the living shit beaten out of it by an underclocked Athlon 64 X2 when you throw things such as AI at it. Neither Cell nor Xenon are good at that stuff. They're both SIMD designs; that means they're closer to a GPU than to a traditional CPU. And _that_ is the problem.
And what exacty do you think the game needs raw CPU power for?

huh game runs in DX11 on pc, while rage is open gl
can't be bothered making screenshots with msi afterburner
game requires latest i7 in order to run at 60 fps and uses only one core, while having double the performance than so called 8 core amd cpu, the real one, not the mobile crap they have in shitboxes
besides it looks no worse on 360 than it does on ps4, with exception of lower resolution, runs better too

yep, upgrade that sprint to the max guys, in tough sections it is more useful than any maxxed weapon.
also upgrade that flash bolt, when you are surrounded by 3-4 enemies, you can fire one flash bolt and then stealth kill them all in a row.
one of the best weapons in the game against zombie hordes, obviously its no use against bosses.
