Not as far as I know.
The same problem occurs with oculus rift dk2. It have to be set to extended and it is a 75hz display... and my monitor is 60hz. I have to lower down the res on my pc display to get both refresh rates to be even 75

You can do that through the nvidia control panel. Try looking about in the AMD CP?

this is a also a problem with the oculus rift dk2
if all else fails, try disable aero

If you want to use them in "clone" mode, then I suppose it won't work (don't know why you would want to use that mode though).
With extended desktop it works just fine - I have a 120Hz monitor, a 60Hz HDTV and another 60Hz monitor in portrait orientation working at the same time just fine. There really isn't any magic to it this way - it just works. You can set resolution and refresh rates through your basic windows display options for each screen. CCC is probably easier to manage though - Desktop Management-> Desktop Properties.
I am on W8 though, but I am not sure if it makes any difference. I had my TV at 24Hz from time to time during my W7 days and it seemed to work fine.

Extended works fine for me aswell.
My QNIX QX2710 runs at 100Hz and TV at 50Hz.

do not send 120hz to the 60hz panel for long periods of time either. :O
