what i'm wondering is if the game stutter no matter what kind of pc you got. Sims 3 was quite pain in the ass with those lagging. Hope there's nothing like this in sims 4.

Is it true that the "neighborhood" your Sim lives in doesn't progress (age, relationships, jobs) like in The Sims 3?

Yes & no. They will age and die. But if you want family progression, you'll have to try for a baby with them or play as them.

Yes.
Gameplay options:
Autonomy (Off / Full) – Adjusts the level of free will that Sims demonstrate. When Off, Sims will only react to events in order to preserve heir own lives.
Disable Autonomy for Selected Sim – Disabled Autonomy for the selected household member, while other Sims roam free with Autonomy On.
Auto Age (Played Sims) – Yes no Only Active Household. – Enables Sims to age over time. If disabled your Sims will not age up.
Auto Age (Unplayed Sims) – Tick – Enables unplayed Sims to age over time. If disabled your Sims will not age up.
Sim Lifespan – Long Normal Short – Adjusts the lifespan of your Sims. The higher settings the longer your Sims live.
Traditional Social menu (tick/untick) – Enables legacy style pie menu, grouping actions by type rather than by contextual relevance.
Memories Helper (tick/untick) – Enables visual prompts to capture memories.
Fill Empty Homes (tick/untick) – Toggle the automatic NPC population of Empty Homes in the Neighborhood.

Game is quite good. Other than UI (which will take some time to get used to) and small world (more dlcs ), I'm really enjoying it.
Looks good, runs great, excellent customization, fluid animation and interaction between sims, fair range of objects & cloths, less generic requirements for work, etc. Really don't feel like missing anything.
Yet to explore the emotions, outdoor activities and neighborhood.

Good to hear. One important question though:
Will I finally be able to accomplish the goal I had in The Sims 2 where I would impregnate every woman in town with a single sim so that the next generation would be forced to marry their half siblings? I lost interest when the Sims 2 copped out at around a certain number of children.
Fuck that shit. Wasted so much time pretending to like whatever these women liked just to get them pregnant with my Sim's seed.
