For video, you'd want as good screen as possible. I am not sure 200$ tablets will fill that requirement adequately. I would recommend the Nexus 7, but it is pricier.
I've got a Galaxy Tab 3 10.1 for free, it's pretty good. People on forums were saying it's slow, had a shit screen and was bad overal, but after using it for a few days I completely disagree. Sure it's crap with its low res, low CPU and RAM, compared to 400-500 euro tabs, but it does its job very well. I find it very smooth (I didn't even root it), the screen looks very nice and the dual speakers give great sound for a tablet. It also has a microSD slot if you need the space.
For about 200 euros here, I think it's a very good tablet. I lloked for used ones, they can be found for 150 here in NL. I think that's a bargain for what you get (huge screen, smooth operation).

Yeah, for kids this looks great.
There are also tablets on AliExpress and the likes that may be enough for kids, and will be even cheaper. This is also an option.
