guess files that are in the 21gb original version are being overwritten with smaller versions in the 14gb updated version.

Yeah same release date worldwide (Friday, or well I guess Saturday for Australia.) unsure but I hope they allow pre-loading today or tomorrow.

Pretty much, unlike the shipped physical media the developers can continue working with digital download content until release ( Like so - http://steamdb.info/app/238090/history/ - The last update was 5 hours ago as of this post. ) so they will usually have the game fully up to date when it's released and for other media a day #1 update will be needed, later shipped discs will have this integrated already but the initial batch has to go through this update process.
Unsure about the XBO update system (But I guess only the MS engineers would truly know how it works.) but I guess they can't just download the "diff" data and patch the existing files so it has to download everything (The entire game?) and replace the files entirely thus the larger file size?

(I don't think it's been used that much either.)
Or doing a sequel (Since this takes place 1943 and the previous one in 1945) set further into the cold war such as oh I don't know, Vietnam if it wasn't already done to death by numerous other games.

I don't think the setting is the problem.
They have to fix the damn AI, which won't happen and we will get SE V2.1
