no, the eye doesnt see in frames, but if you wanna put it in these terms, the human eye can discern upwards of 200 fps.

The human eye can discern anywhere from 1 to ∞ FPS. It picks up changes in light, we don't have fucking shutters in our eyes, so no, we don't see at any "FPS". At some point though the light changes will become too quick and the brain melts those changes together. That's basically motion blur. A ball getting kicked away will move so fast that if you're not focused on it, it will look like a smear. Focus on it and follow it with your eyes however, and it'll look perfectly clear - everything else won't. That's DoF
And that's also the problem with motion blur in games (hi KC ). It applies it to the camera rather than objects in most engines/games. A ball in FIFA should be blurred, everything else shouldn't be. Motion blur in reality depends on your focus, in games it very rarely does because obviously they don't know what you're looking at. Aside from the fact that a monitor inherently has motion blur due to panel refreshes.

You just have to accept that most people don't care very much about tech stuff, or know the inner workings of rendering.
A coworker recently told me about the new monitor she bought for her "professional photography" to edit pictures on, and how the display quality wasn't very consistent and that she was thinking about buying one of those HW calibrators. So far this sounded all rather professional, so I thought, let's follow this conversation, maybe I finally found someone here who knows something about tech.
I asked her if it was a TN or an IPS panel. She didn't know, never heard the terms before, and also couldn't tell me which model of Dell monitor she bought to look it up, only that it was sub $200. I just told her that she should rather spend the $100 she would spend on the calibrator on a better display and moved the conversation to small-talk again.
I just keep most of my tech knowledge to myself, since most people don't care or are on a way different level.

I once had a heated discussion with a guy who, with absolute certainty, believed TN and IPS panels were the same thing and I'm an uneducated moron for believing (not knowing, believing ) something different. He also said LED ones are much better than TFT (yeah, he compared a method of lighting the panel to a technology the panel is made with ). Well, not to him
When I linked him an article where ( Eizo page I think) all those difficult terms were explained he said they knew nothing..about anything...then rambled about "needing to stop speaking with idiots".

Maybe not exactly shutters, but our eyes are in constant movement (saccadic, OMT etc), so there are certain levels beyond difference. Or cases where we look, but don't see
And more on topic - I've many times had the "pleasure" of explaining people what vsync is and what for. I've even shown them games / exact scene where it was most visible, some movies etc - the claim, they see nothing... And they're not blind AFAIK

Today, they were fucking running around (when passing by me) screaming "OH NOOO WE HAVE ENTERED A HYPERSPEED 300fps MODE, JACKOB HELP US!!! "
Once, when one buddy got himself samsung galaxy gear smartwatch, we were (for the whole damn month) talking to each other (when near him) by moving wrist close to mouth and doing "shhhhh roger that, copy" etc He was really annoyed
so back on topic - I've always seen the difference in fps and for some time only 60fps was acceptable for me. Then after playing and getting used to 30fps on console I've realized that I also accept that but with good motion blur.
Basically motion blur REALLY helps to cheat the eye, how smooth the image is. Movies are 24fps but every frame is heavily smoothed in a very interesting way. If YOu pause a movie it is difficult to find a sharp frame. Either some object or whole scene is blurred. So visually, even 30fps can be made smooth to eye but You can't cheat the feel of the game. 30fps is only acceptable with controller or keyboard for me. Not at all with mouse. Mouse is too twitchy and 30fps just doest catch up.
That way or another, It is extremely easy to see difference in 30fps, 30fps mb, and 60fps or above presentations. And really. I never understood why people are against motion blur. Well done motion blur will blur only moving objects or moving scene accordingly to how bug the gap between framerate and refresh rate of monitor is. For example doom3 bfg or half life 2 will have almost invisible blur at 60fps or higher and it will be more pronounced at 30fps. That is also why in Dark souls screenshots it is very easy to catch objects blurred just as in 24fps movies.
So, I can go back to my gta iv at incredible level of graphics but capped to 30fps not achievable at 60 nooo way what
ohh and above examples like not understanding music bitrate or jpg quality also makes me mad
edit: and dont even get me started with explaining oculus to them I've tried many times and only inviting them over helps it
