In 2013 I've seen few threads (but I can recall only two so it is not a big amount) on steamgifts forums (I have no fucking idea why these topics are so popular there lol) were people said they had account disabled due to activating region-restricted keys. However, after some requests to steam support they got their shit back. Not sure if there were any restrictions afterwards (trade, key activation, etc).
Just a few days ago, murgo said all his region-locked games were removed by Steam as well. Altho, he had ban due to different, reasons, just slightly related.
More clear answer you always can get from Steam Support.

Steam aren't going to ban hundreds of thousands of accounts for activating games via a VPN.

That's the point. They may but it does not mean they would. You are free to activate any kind of shit on your account as long as you understand what it could lead to.

But they might for buying (since it circumvents pricing policies for the country you're living in). Interestingly, I seem to recall a few posts in one of last year's Steam NeoGAF threads that said you could now buy games that were unavailable in your own country by minimal use of VPN on the Steam store.
I think the upshot of all of this is that people are unwilling to risk their Steam accounts, since Valve reserve the right to terminate your account. If they suddenly change their minds and start enforcing that rule from, say, the beginning of this year, then you don't have a leg to stand on (legally).

mp3 you can take or leave, but mp1 and 2 are timeless classics that must be owned.
even today, they are still utterly amazing and enjoyable games, that havent lost anything of what makes them so damn good.

MP3 was badass even it wasn't that grim as the first two ones.

eh, it just wasnt in the same league 
visually and in terms of gameplay, it was epic, ill give you that... very satisfying shooting mechanics, and a rather surprisingly good looking and smoothly running port from rockstar... but to ME, atleast, it just wasnt max any more... dont know if id ever play it again, because even though the gameplay is fun, i just hated the story with such a passion.
