@tw1st - yup, pretty much! with game offering so much gold (using fleets) there is little variety of weapons you can buy. Not pretty much better with armors. - I mean there are armors looking different, but they have no visible stats to choose from. At least swords and pistols got stats and they are different in performance.

Three new characters join the hunt, Blackbeard, the Jaguar and The Orchid, each character bringing their unique skill set to battle for the title of best assassin.
Blackbeard, wielding a sword and a short temper is not to be trifled with. His reputation as a feared pirate is justly received and his preferred kill moves include using his tremendous strength to throw his targets off balance and then quickly finishing them with one clean strike.
The Orchid, a Templar-friendly deadly assassin grew up in China, serving as a military advisor in the Quing dynasty where she honed her murderous skills. She executes opponents swiftly and gracefully with her katana, an extension of her mind and body.
The Jaguar, Cuali, an Aztec warrior from Mexico, took to the sea to fight against the Spanish conquest of Central America. A fighter, he survived the destruction of his community and joined forces with a growing contingency of native Templars who sought renewed peace and order. Driven by a mystical force, The Jaguar fights like his namesake, striking swiftly and quietly with his preferred weapon, a discreet axe.
All three characters are available in Assassin’s Creed IV Black Flag multiplayer starting Tuesday, where they will join the hunt for survival.

(For anyone actually playing the multiplayer mode, I've never bothered with it.)

Pretty much, that's all I use it for. Hop into fleet screen, send some ships, repair, make money, rinse and repeat. Good for a few thousand here and there. Nothing amazing or super fun with ut.

The DLC is just a fun side thing, it's more designed to be played on the "companion" app rather than taking up time in the main game itself. Also I think it's the only way to get 100% since it gives you some treasure maps for the base game.

can you dig up the treasures if you know the location but don't have the map yet?

I'm impressed with the black flag app for smartphones/tablets. I wish more games would incorporate an app into games so you don't have to be in the actual game to do certain things. It's a nice companion app for the game.
Are there certain missions to do in the fleet system to get the remaining treasure maps?

I'm actually very impressed with it too, though the PC integration is terribly slow and largely pointless to use the in-game map function due to the slow and delayed updates. The database is great though and the ability to control the fleet remotely is good too. As for which missions/areas to get the maps;
The Empty Cellar in Eastern British Colonies
Scarlatina in the Eastern Canada
Great Reputation II in Mediterranean Sea

Well... it is good thing when you board and take ships and you can't change your own ship.
I board nice frigate, yet I still own brig.... zzzzzz....
So at least I can watch my conquers there... and I don't need to open chests to get money for upgrades.

So there is no way to 100% the game without Kenway's Fleet, which essentially means going online?
