lets say u make this command with 60/60.
Now when u are ingame but have only , say , 50 fps mostly cause of perf issues, low OC, or simply the PC you are using isnt strong enough, then the gamespeed will change.
50/60 than means, that the game plays SLOWER. thats also why the game with only teh FPS command runs faster. since the gameSpeed is still at 30!!
so that would mean, to say it easy:
-GameTime.MaxSimFps 60 -GameTime.ForceSimRate 120.0 = slowmo feeling |
So it's same as L.A. Noire, the engine simply can't skip frames so you go Matrix if your machine can't produce the specified fps all the time.

60fps really smooth, but my i5 2500k+560ti cant handle it. it runs about 50 and i get slow-mo

cant get it, maybe is the stupid crack, but this game is lag as hell.

Any release or possible workaround to start the game and make it work without crashes?

The latest update + crack by 3DM fixed all the crashing for me. 64-bit exe also works now.

You can see numerous commands in a simple hex editor but there's no mention of which category the commands belong to so I've not found much that can be used.
For example you can find "SpotLightShadowmapResolution" (1024 by default, I set it to 2048) but there's no way to see (Or at least with this method.) that it needs to be in "WorldRender." for it to work so knowing just the commands won't be very useful without the correct category or what to call it.
(This particular one was just lifted from Battlefield 4.)

It's funny how they optimize the game for funnier hardware like PS4/Xbox One - both using entry level notebook processors ... and midrange ATI card, but for powerful PC - no...

Have you checked it on a per-core basis? The game probably has one main thread that is constantly at 100% on one core, causing the bottleneck.
