Since my video failed, my hdd is about to, and my PC is from 2006, I am evaluating the possibility of buying a whole new PC.
INTEL GIGABYTE X79-UP4, X79, DDR III 2133/1866/1600/1333/1066, LGA2011 405.39 лв.
INTEL INTEL CORE i7-4820K, 3.7GHz, 10MB, BOX, LGA2011 568.86 лв.

I just read that the mobo has issues with anything over 2133, so lowered the RAM

what PSU do you have in mind?
I don't mind the noise, my rig is 24/7 so I've accustomed to sleep next to it running loud
even when it's down for maintenance I find it strangely quiet in the room
edit: the case has very good ventilation, It won't be gathering any views under my desk - it has 3 built in fans, adding 1 more, and has a bottom positioned PSU
edit2: I went for WD Black, because I will play, install and uninstall games often from that drive, and I will probably buy a 4TB barracuda for ISO/movies/pics storage afterwards
I was told Red/NAS is a bad idea for desktop

Oh, gaming rig. The CPU was recommended so I can have quad channel? memory. And I can always upgrade the video card in the future.
Same with my current rig - bought Q6600 when it was brand new, and after 3 years just replaced my 8800GTX with 460GTX..
edit: shit I would go for I7-4930K /3.4G/12M/BOX/2011 if I had the money, fucking hexa cores

You sure can upgrade in the future, I'm just not so sure if gaming is gonna allow to utilize that cpu power and memory bandwith. Honestly, I'd go for a typical Haswell setup with a decent mobo, combined with a better graphics card OR bigger SSD. Considering it's gonna be mostly a gaming rig, you would certainly turn out better having more SSD space and GPU power, than x79 chipset features, such as quad channel.

you do have some point, I have yet to see the 4 cores of my cpu getting near 80% at the same time..
well the next best gfx is MSI VGA PCI-E N770 TF 2GD5/OC 2GB for around 200$ more.. though I'm not sure it's worth the price difference
or max at 3072M GTX780 JETSTREAM DDR 5 PCI-E 3.0 for around 320$ more..
imo the gfx cards lose value faster than cpu/mobo/ram, and they give me more room for the future

I'm currently running on a repaired 8800 that can go any moment, and I can't play anything new in the mean time.. but they are giving me the HAWK at a discount of -130лв or 85$ already (actual price 526лв or 371$)

Ditch the PSU in favor of lower wattage and better quality?
That PSU really isn't quality or anything, and only Gold efficiency aswell.
I got Rosewill Tachyon 650W myself which is modular+Platinum efficiency (When you pay your own electricity bills it matters :l).

Uh, yes.
#1: screw LGA 2011. You're paying way too much for the platform alone. 4820K offers nothing more than a 4770K or 3770K besides 2 MB of cache (woo!) and 200 MHz higher base speed (woo! again!). Meanwhile it does have a 130W TDP instead of 77W and requires motherboards are practically twice as expensive as the "inferior" platforms. The only worse thing you could've gone for would've been one of the Extreme CPUs.
#2: that kind of money wasted on the CPU and yet the GPU is only a 760?
In fact, you spend nearly as much on the goddamn motherboard as you do on the GPU. Like I said, drop those, you'll likely end up saving enough to get a GPU nearly twice as expensive. A 780 now that it has dropped should be within reach. A 770 at the very least, the price drop on both should be happening right now. It already has happened throughout most of Europe. That and in 2 days the Radeon 290 non-X will be out, it'll be interesting to see where that's going to sit price-wise.
#3: did I mention the crap motherboard and CPU choice yet?
#4: PSU is not the best - it is a decent unit, but it is overpriced. Can't recommend anything in specific, depends on what's available.

That's not the reason to get higher grade PSUs. The reason is longevity: the parts inside the PSU wear less and thus chance of failure drops rapidly. They also generate less heat and a properly built unit will be generating less noise.
Maths: assume 500W load, 16 hours per day, 365 days a year (extreme). €0.16 per kWH (slightly above current Finnish averages).
- Bronze at 80% efficiency => 500 / 0.80 / 1000 * 16 hours * 365 days * €0.16 = €584.00
- Bronze at 92% efficiency => 500 / 0.92 / 1000 * 16 hours * 365 days * €0.16 = €507.83
Saves you €76.17 on a yearly basis for this extreme example. You're not even going to get that big of a difference out of it. First year you save nothing in fact.

They should be roughly the same price. Now look at the motherboards for each platform. Comparable 1150/1155 motherboards are much cheaper than their 2011 counterparts. Or should be at least.

If he does decide to change, he should still stay away from Haswell if he has any sort of plans to overclock at all, they are utter shit when it comes to overclocking, even compared to Ivy.
And the newest Ivys seem to be godlike overclockers but I guess it is still down to RNG.

Uh, yes.

Next-gen games will probably take advantage of more threads, so i7 may be worth considering in that regard. (Better future-proofing maybe?)
On the other hand, the price difference is massive.

i7-2600K vs i7-4770K performance comparison
The i7-4770K performs 13% better in single-threaded tasks.
The i7-4770K performs 16% faster when running multi-threaded applications.
Memory performance of the Intel Core i7-4770K is better.
This CPU features AVX2 and F16C instructions. These extensions are not extensively used by programs yet, however their support should improve in future apps.
The Intel i7-4770K supports FMA3 instruction set extension. The FMA3 technology is only offered on AMD processors, therefore not many software vendors may support it in the future.
Power consumption of the Intel Core i7-4770K is lower.
