Your talking about the "Fog of War" effect..? Where the map is not visible until you actually drive or fly over the part that is erased..? This must be why I've having a hard time finding the first guy in the quarry.

Yep! Found him in the end, it was embarrassingly easy. He's hiding in the quarry which is directly south and east of Trevor's safehouse, it's next to the icon for the Offroad/ATV race)

Kind of disappointing though, the guy stalks talking about money laundering and Trevor gets interested at first, then eventually just hands him over anyhow. Definitely a missed opportunity for a choice there. After all, you can make choices about random events in the street, such as helping people or kidnapping them and taking them to the cannibal cult
