Sort of - the preload itself and the game data is fine, but some essential files are encrypted..with a 128-bit key. So there's people thinking that can be bruteforced (if you're unsure about how long that would take, Google it and laugh ). The only way to get a usable version of those files is:
A) Sony opens up the unlock procedure, which will then allow to decrypt those files - that's a server-side thing and while Sony may have had a "slight" mishap a couple of years ago, their security is rock solid.
B) Someone grabs them off an *actual* disc. And that's how console games usually leak before their street date, because the discs end up at a retailer and someone steals/copies one. Discs usually do not require a 0-day patch/activation - unlike PC game discs, which do require that
Now we have to wait for 3-4 months until they announce it for PC and the new consoles. Then another 6-12 months until we can play it with a few polished textures....goddamn moneycocksuckernoobfuckerbitches!!!!!
Next year in May you'll be playing it on PC
As if the PS360 emolator will be ready that soon...

Hmm, i heard somewhere that some University guys just crakced a 512 bit encryption within 2 years, now they are trying 1024 bit. Need to find the article for that.

I mixed stuff up, actually it was a decade ago where they cracked the 512 Bit encryption and some time ago they actually broke a 768 bit encryption within 2 years.

They may be old but still there's no PC that can compete with them. Why do you think GTA V is not announced for PC? Let me give you a tip: Because there's no PC powerful enough as 360 or PS3 that can run the game with more than 5 fps on lowest settings.
Always worth watching the UK trailers for that reason. They seem to have strict false advertising rules that a number of games have fallen afoul of in the past when trying to use PC footage to advertise console games (or 360/PS3 footage for Wii games).

Rockstar is already scrambling for damage control, claiming the Tweet was a typo. They don't want to lose out on all that delicious money when from double-dippers
Rockstar Games is full of bitches nothing else. Of course there will be a PC version, AS ALWAYS, and therefor there will be PS4 and One versions no doubt about it.
But it will take weeks or months for those assfuckers to even announce it....
I think Rockstar will use GTA5 as the last 'last-gen' game and do a new GTA for teh new consoles. A big studio like Rockstar should have no problem developing two games at the same time. Judging by their "make the biggest, baddest game evah" philosophy, it'd be logical to do a completely new game taking advantage of the new HW.
You know what the worst thing about RS is? They don't care. It doesn't matter if the game comes to PC/<insertplatform> in six months or ten months, they simply don't care enough about the gamers - they never apologise for making PC gamers wait for the games, they just coast along secure in the knowledge that they can do what they want, not being accountable for anything, and people will just thank them for it. It pisses me right off.
