Do you think this post is about buying? If you carefully read it again, it's not.
Using VPN for getting around region restrictions (including playing the game early) was always against the SSA...so no, it has not changed.
Even if they haven't banned anyone for VPN activation, yet.. they certainly are not going to say that it's ok. Of course they will say it's a violation and could end with a ban.

An adult person understands what a contract is. Sometimes contracts can be against the law and thus invalid, but definately not in this case. The publisher has every right to set the release dates however he wants. Stop justifying breaking a contract, because you're an impatient, whiny manchild.

Where would I get this notice if I was barred for 15 days?
I'm trying to sell the Wanderlust cards, and I only get an ambiguous message that either I'm not allowed to sell, or the market is disabled. Isn't very helpful to see which one it is. This machine should be authorized for more than 15 days by now.
I had a similar restriction during the steam summer sale, added a new card to my account and it blocked all market activity for a few days, i think the green "sell" button was greyed out.
What about a freakin format. format -> Relogin -> Wait for freakin 15 days again.. Steam.. Seriously.. Considering deleing it if it goes any further, I'll sell my account.
