I don't know where you got your information from, but Saints Row: The Third - The Full Package (which is essentially what the DLC key gives you) does NOT include the Bloodsucker or the Unlockable Packs which are considered the 2 cheat DLCs that you can't turn off. All the other DLCs are either extra missions or cosmetic stuff.

This is what the Humble DLC key (which includes Dead Island) gives: http://steamdb.info/sub/29351/#section_apps as you can see, the 2 packs I mentioned are not included.

Though according to Steam forums, you can enable and disable these at will via the Cheats menu. They're not enabled by default because enabling ANY cheat disables achievements/etc. There's also a mod to disable the Blood Sucker changes but, as you said, luckily that pack isn't part of the "complete"

Oh I missed that one Razz But yes, the cheats that adds are disabled by default, you choose what to enable via the Phone.

The Bloodsucker DLC forces you to use it and there isn't any in-game option to disable, which is stupid Confused
