A friend's birthday is coming close and me & my buddies want to buy him Skyrim Legendary, boxed edition. I don't want to bother with buying online and waiting for shipping since the game costs ~35 euros here, and boxed versions of games are almost always exactly the same as for UK market.
But!
That friend is currently living in Germany, and I believe he doesn't have Steam account at all. When he opens it, Steam will most probably make it "German" because of the IP address, and there's that known problem with German censorship (blood stuff etc).
So the main question is, will non-German Skyrim (e.g. UK version) install and work properly on a Steam account "located" in Germany? Also, he prefers playing in English, so we won't buy Skyrim from a German shop (maybe German box versions are also multilingual but I don't want to risk it).

Yeah it'll work fine, I order lots of games from amazon.co.uk to Germany, they install English without a problem.

Only during kill-moves, which are like cinematic cutscenes but only happen when you deliver the killing blow to the last aggro'd enemy in that area.
There's a mod called Dance of Death that lets you customize how often and under what conditions kill-move animations can activate. I thing there's even an option to increase the chance of decapitation kill-moves.
There was another mod called Deadly Mutilation that lets you decapitate and even cut people in half. However, from what I've read, it's kind of buggy. Also, the gore effects don't look that great, imo.

My friends,
if i downloaded the official cracked addons (Dragonborn and Dawnguard) back then, must/can they be updated? Or does the Update.esm include the patches for all the official addons?
I ask because i started downloading many mods, and when i run BOSS, i saw that Dawnguard.esm, Dragonborn.esm and Update.esm each had between 60 and 650 dirty reads.
I'm using the legal Skyrim by the way, but those two cracked addons
