Your temps can't go below your room temperature so te only option is that your room temp is just so low.
Or the problem is in the error reporting because you would feel it if it was 12C inside.
And it's not like idle temps matter, the H80 will quickly run out of cooling power under Prime/IBT when overclocked, prolly hitting TJMax around 1.5V already.

It still is though, just like H80, H100 etc are.
H80/H100 might not have as many issues as the Swiftech but that doesn't mean they aren't overpriced/overrated.
