Designers don't have to write. In fact, you could argue that they shouldn't write, since game mechanics are so entirely different to the mechanics of writing (build-up/release of tension, fleshed-out characters, character motivations, etc.) that it would be hard to be a master of both.

Obviously times are different from when games like SS2 etc. were made. The business won't put money into deep philosophical games unless it's hidden behind a lot of action and shooting. Levine did the best he could with Bioshock. There would be no Bioshock if he hadn't compromised a solution that fit the publisher dishing out the money. In that department he made a great compromise (imho) since he did manage to get the paradigms, nihilism and atmosphere just right and how Utopias by their very nature are destroyed by the imperfect man. A perfect world requires perfect people, thus it will never be anything more than a concept.

Before Bioshock he had written a full draft of System Shock 3 and went to EA with it (since they owned the rights at the time) but they weren't interested (perhaps a good thing, EA would've ruined the entire franchise if they had capitalised on it). So he went back to the drawing board, talker with Take2/2K and wrote, built and designed the world of Rapture and the philosophy behind that particular utopian vision. So even if it's basically a shooter, it's a clever one with lots to pick up if you pay attention to the theme.

Bioshock 2 (where Levine wasn't involved, he was already working on Infinite with Irrational) lacked all of those components and turned into a more action focused sequel since everything had already been told in the first.

Yeah, it was a really well designed character. Very interesting from the get-go in that junkyard. Most attempts in video games to give a companion/sidekick NPC to the playable character are mediocre at best, and in many cases they even make your progress more difficult.
