Borderlands 2.
Awesome game, with randomly generated weapons, so there are an amazing number of different ones.
Watercooled 5950X | AORUS Master X570 | Asus RTX 3090 TUF Gaming OC | 64Gb RAM | 1Tb 970 Evo Plus + 2Tb 660p | etc etc

xaxx's and SiN's suggestions are excellent, you can't go wrong with those games.
If you desperately need something else, you could try Rage (although not exactly "open") or even Fallout 3 + FWE mod (which makes it more FPS-ish and challenging).

^ its possible to finish boiling point without any broken missions or game breaking bugs...its just a sketchy game and you have to be patient
the sequel (xenus 2/white gold), and the sci-fi game they made (the precursors) are both pretty fun too (imo). there are translations and community patches for both. they both have open worlds with numerous opposing factions that you can work for/against/balance, skill trees, weapon upgrades (pretty limited though), land/sea/air vehicles etc etc. the precursors has kind of a freelancer space sim part as well, with a ship you can upgrade, trade between planets/space stations, random encounters and pretty good feeling space combat.
all of these games have the same feel to them, so if you didnt like boiling point, chances are things wont be much different here.
