I would guess not known yet, given it's (mostly) just been announced. Hopefully free, but I can see paying a small amount to upgrade to the Special Edition (at least on Steam).

Yeah it's nice but it's just a couple of abilities + commentary, nothing that justifies paid content in my opinion.
The game is quite brilliant though, one of the biggest surprises of 2012 and surely stealthier than 80-90% of the AAA "stealth" games out there.  |

It's been confirmed that it'll get Steam Trading Cards. Perhaps they're going to time the new content with them?

Klei Entertainment's excellent 2D stealth game Mark of the Ninja is getting its first bit of DLC with the Special Edition add-on, due 16th August on XBLA and Steam.
For $4.99 / 400 Microsoft Points (about £3.25), this expansion will add one new prequel level, two new items, and a new costume that focuses on items and non-lethal takedowns.
Furthermore, it will add an optional developer's commentary track to every stage, including the new one. Game director Nels Anderson told me "it's a ton of commentary. it's about 25 pages written out from a bunch of different members of the team. Commentary is something I wish more games did, so I'm super excited to get this out there."

I was wondering about this DLC a couple days ago. They said it'd be out in summer but there was no other news about it for months. Good to see it's finally coming.
