so, i am on a shard wifi. We're only like 5 people on it and well, my ping spikes, it randomly disconnects etc. and i was wondering, since everybody "never down or uploads" (their words , rofl), if there is a tool, that lets you monitor someone elses bw from my pc. Something like that.

They're lying, of course. And even if not, 5 people trying to stream video at the same time will crap it out for everyone.

well, the problem is, i dont have access to the router. And they always stream videos and use torrents etc. and then they wonder why the internet connection is so fucked up ...
asked the guy next door if he had his torrent running and he said no ... 30 seconds he said he was downloading MoH ... told him its crap, but as i know him, he keeps dling that sucker anyway rofl.

If they're paying their share, they have as much right to (ab)use it as you do. What's the total bandwidth, anyway?
Guess getting your own connection is out of the question?
