It's on Usenet too. Just look for 'Retro City Rampage GOG'.
This game is more than worth it though. The guy deserves the $15 asking price.

Just an FYI on the OUTLAWS release, you can't save your game in it, so I just spent 25 minutes playing and not being able to save when I tried
Anyway, it's great, I'll buy it!
Edit: Just bought it, this is just too awesome. To be honest, the gameplay isn't THAT fantastic, I mean it's retro for a reason, but it wasn't exactly the pinnacle of game design IMO, but it's sooooo much more than that - the music, the art direction, the graphics, the parodies, the references.. all of it together is awesome
