Notch is just hating for the sake of hating on the bandwagon because he's never even used Windows 8 so who cares about the appstore or the Start Menu since only noobs use the Start Menu and Windows 8 is the future so get over it.

That's what I thought at first, but the situation is more nuanced than that.
Windows 8 is really turning into a catastrophe, for developers and users alike. In fact, everything that has to do with the Windows "metro" brand is turning Windows into complete shit. People are pissed about that, but Microsoft keeps pushing it onto them.
Microsoft is also nervous that they're losing "app store revenue" that Apple has so neatly captured. So instead of sticking to Windows' roots of "install anything", they're pulling an Apple and trying to force their new store onto everyone. Not only will this centralize distribution of Windows programs in an inefficient manner, it will also give Microsoft a platform from which they can continue their monopolistic practices. Instead of having an open platform, of sorts, Microsoft is pushing for a platform where they can choke off anyone they don't like at will.
This is bullshit, and a lot of people are angry about it. So to try and propagandize their new store, Microsoft has put together this bullshit "certification policy" that really doesn't do anything. Then they try to get developers to "certify" themselves, and lend legitimacy to their bullshit app store and their bullshit designs for Windows 8/Microsoft.
Notch didn't appreciate being used as a pawn in Microsoft's latest round of idiotic policy making, so he politely told em to shove it and with a simple tweet announced his opposition to the direction Microsoft is taking with Windows. Good.
The new article spin makes him a little pretentious, but that's really not it. Notch handled the matter well and didn't make a fuss out of it, and I hope more developers follow suit. Then maybe Microsoft will understand that they're not Apple, they can't get away with shoving shit down people's throats, and that they really should keep Windows as it is: A popular operating system that we can build apps and games on top of with ease, and not have it turn it into some funky Web 3.0 piece unusable of bubbly shit with an autocratic software management policy.
Phew, that was longer than expected.

If you look at Windows 8 being made just for Tablets and smartphones I think it does that well.
The problem is when they decided they should also make it their next desktop OS. For the Surface Pro it looks like a brilliant OS. For my home desktop it looks fucking stupid.
The GUI has been essentially the same in Windows since 95. If you only ever used Windows 95 and then suddenly were forced to use Windows 7 you could jump right in without much issue.
Meanwhile, you could be a Windows 7 poweruser and be fucking clueless when it comes to using 8. The classic Start button / Taskbar / Explorer design of Windows works. It doesn't need to be gotten rid of, and Microsoft is being stupid about that fact.
I can name so many pieces of software in the past that were 'the best' and then ruined because the developer decided they should start from scratch or change the GUI entirely. Quark Express anyone?

It doesn't matter who wrote it, point still stands. His game is on xbox and ios and he is complaining about windows being a closed system.

Lazy? It isn't very hard to implement the changes. That's not the point. The point is, consoles and iOS have always been closed environments. Here he protests the closing of an environment that used to be a flagship of open environments. Why is ARM closed in desktop mode? Because that would make people not sell their shit in the Microsoft store, thus Micrsoft used their powere and locked it. Likewise, in Windows 8, if you want Metro app (what Microsoft calls the "modern UI" - aka, dekstop is legacy), you have to sell on their store. Why? Because they want cash.

The fuck are you talking about? So far, the vast majority of Windows software is very consistent. Some adjustment was needed when we jumped from XP to Vista, but that was pretty painless. Having guidelines has nothing to do with store fascism. The Metro UI guideliness have been there for more than a year, and even more if you take the guidelines from WP7). It is in fact Linux (exactly like Android) that is lacking in consistency due to crazy amount of different opinions on how shit should look like.
Maybe you mean "consistency" between tablet interface and desktop interface, and for that I would say kindly fuck you sir!
