From reading the gearbox thread it looks like they toned the violence down so there would be one version of the game, not like before where you had one gory version for the world and one censored for Australia and Germany.
So it does have to do with the rating, in a way. I guess it's less hassle for them because there is only one version of the game at least when violence is concerned.
And I guess you could blame Germany&Aussie for heads not exploding

im starting to think the slot machines are level based also, im level 14 with a stupid amount of money, spent the last couple of hours playing them at moxxis I once hit the 3 guys which gave me a purple, and nothing higher than the 2 eriidium bars reward

Well, finished the game. Made it to lvl 50, beat the "raid bosses", etc. Really disappointed in the loot. I reckon it took me around 35 hours to hit 50 (most of those spent in 4 player co-op), and exactly two oranges dropped.
I was willing to have patience through the first playthrough, understanding that I might need to get past lvl 35 to see good loot drop, but it just never came. A lot of strong points to the game, but the lack of development on the loot end (given that it's a game primarily about loot) is unfortunate.
Edit: I agree with Sabin though that the Wildlife Preserve is the best bit in the game. The launcher on the second time through is really strong as well (137k damage iirc).

You can still sell items marked with a star, which btw you do manually. It's a good way to mark stuff you want to keep/toss.
